In response to the question what does “HABILITADO” mean, a reply from S.V.Y. suggests that it applies to all kinds of transformations. For example, ‘Habilitado por la Nacion’ meant transformed, restored, accepted by the nation indicating a change of political regime. On the Philippine revenue stamps used for postage around 1883 ‘Habilitado para Correos means accepted, transformed for the post. On other revenue stamps it may indicate both a change of destination and value.

A reply from C. M a Y. suggests the French equivalent is ‘habiliter’ meaning to make suitable for such a thing.

Report that a new surcharge has been issued with the following stamps overprinted: 5c green with 5c, 15c red brown with 15c, 15c rose with 15c, 20c grey brown with 15c, 20c violet with 20c and 25c dark brown with 20c. The surcharge is reported to comprise Habilitados (left), Para (top) Correos (right) and 1897 (below). The description and the list of stamps is amended in Der Philatelist (1897f).

Account of the recommended changes to the Scott Catalogue, including improved description of Scott #12-14, deletion of Scott #90 as it is a forgery or bogus issue, listing of #123/123A, revised listing of #138 to include #138a, Footnotes to #184 and 186 to indicate they are from the same printing and differ in colour due to the amount of ink applied to the surcharge (#186 could be deleted) - and noting they were released in 1899.

Documents earliest recorded postmark as 5 August 1897. An update is provided in Peterson (2006e). Notes that most covers after August 1897 include surcharged stamps, rather than non-surcharged stamps. [Earlier postmarks are now known].

Review of Reprints listed in Scott (including early catalogues and those of Bartels and Galvez). Suggests that prior to 1900, Galvez had not mentioned any reprints – [there are earlier references although not specifically described as reprints in Madrid Filatelica e.g. Madrid Filatelica (1897c)].

Two illustrations provided. [Although the paper notes the presence of forgeries, one of the examples (15c on 15c red brown) appears to be a forgery (reproduction is moderate quality but repeated in Peterson, 2019)].

The second part to Peterson (1998i). Part 2 covers 1863 to 1898 issues. Table of forgeries with cross references to Bartels, Collin, Serrane, Gooding, Earee and others. Useful comparison of different authors but of limited usefulness for new unlisted forgeries as no illustrations are provided. Useful list of references describing Philippine forgeries.

This article provides an update of Peterson (2014b) and Peterson (2015), both unpublished). It is notable as perhaps the first significant article and listing that illustrates the reprints.

[Unfortunately, or perhaps advantageously the illustrations allow the reader to identify that many of the so-called reprints are forgeries. (see Palmer 2019d for a full review)].

On p66 under “Spain” a translation from Diario de Cadiz of 11 October 1897 which refers to an earlier decree and the promise of new stamp issues and cards in January 1898, noting there will be 20 varieties and 8 post cards with details of the values to be issued and a note that the new tariff will come into force from 1 January 1898.

On p67, illustration of surcharged chronicled Stanley Gibbons Monthly Journal (1897e) and account from Timbre-Poste (1897e) that some of the surcharges are struck in colours as well as black.

Early account of 1897 surcharges often referenced by other magazines, although the account here is from Boletin del circulo Fil. Matritense that certain values being exhausted that surcharges have been used. A description of the surcharge is provided and a list of the stamps authorised for use and the surcharge value is provided [the colour of the surcharge is not provided].

Account from Madrid Filatelico (1898c) of the corrected list of surcharged stamps to authorise old stamps to make them valid in 1897. The list includes number of stamps issued.

Note that there is no mention of 5c black surcharge on 5c green, 15c black surcharge on 15c brown-red and 20c black surcharge on 20c brown and that these are therefore probable fantasies.

Account from Madrid Filatelico (1899b) of a sheet of 100 25c pesos having seven vertical rows of 10 20cent stamps including 12 reversed: a vertical row of 10 stamps of 15 and 5 cent and the same row without overprinting but having: Telegrafos instead of Correos. Note that it is probably a fantasy obtained at the printing press.
